This fund was originally established by the Hancock County Firefighters Association in 1999 in memory of the late Frank W. Potts, for his dedication and commitment to education in the fire service. In 2010, the name of Frank Parcher, one of the founders of the Hancock County Fire Fighters Association, was added to the scholarship.

Potts and Parcher dedicated many years to promoting education and training for firefighters. This work benefited all departments in the Hancock County Firefighters Association, which provides our communities with the best firefighting skills, emergency medical care, and hazardous material awareness when responding to incidents.

The student selected for this scholarship will be one whose work ethic and leadership qualities set them apart from their peers, who demonstrates a high level of character and integrity and is active in their community.

Standards for Determining Eligibility

  • The applicant may be a graduating high school senior from a Hancock County high school, a member of a Hancock County Fire Department, a member of the Hancock County EMS Service, or a Hancock County Law Enforcement Agency member who will be attending a college/university or technical school.
  • The applicant must be furthering their education in the fields of fire service, emergency medical care, law enforcement or industries that would benefit from these services, including engineering, nursing, criminal justice, fire science, homeland security and emergency management.
  • The applicant must have maintained a minimum cumulative GPA of 2.5 in high school or the most recent grading period.
  • ACT and/or SAT scores may be considered.
  • The applicant can be a full-time or part-time student.
  • The applicant must demonstrate school and community activities and work experience.
  • Any student who receives a full scholarship that includes all the fees normally payable by the policy of The Community Foundation will not qualify for this scholarship.

Renewal Guidelines

  • Recipient must apply the following year to The Findlay-Hancock County Community Foundation for the renewal.
  • The recipient has been, and will continue to be, a full or part-time student enrolled at an accredited technical, two-year, or four-year institution, and demonstrates normal progress toward a degree program of the recipient's choice.
  • Recipient has not withdrawn or been expelled; (however, personal tragedy may be considered as an exception).
  • Selection committee, before renewal, will review all above requirements not met.
