M. Margaret Foster established this scholarship in honor of her brother, William Clark Foster. William C. Foster known as “Bud” by family and friends was a graduate of Findlay High School in 1932. He attended Bowling Green State University for two years before entering Ohio Northern University’s Law School, which is now known as the Petit College of Law. He received his Juris Doctor Degree in 1941. In 1943 he began the practice of law in Findlay in association with his father, Marion G. Foster, a long-time Findlay attorney, who had been admitted to the bar in the 1880’s, which association terminated with the death of the senior Foster, and “Bud” continued as a sole practitioner until his retirement in 1997.

During his years of practice he specialized in wills, trusts, probate matters and business organizations, and he was considered an expert in these areas. The records of the various county offices and courts and especially these of the Hancock County Probate Court reflect his dedication and capable service to the needs of his many Clients. As a 50 year member of the bar and chairman of Grievance Committee Bud valued morality, ethics, and honor among his peers.
